I found a comparable application from 2021 and traced it from the original submission through staff review, Committee and Council.

Staff initially recommended approval subject to two conditions.[1] Committee amended the recommendation to add a servicing requirement, and Council adopted the amended recommendation.[2] The servicing condition was later addressed through the development agreement.[3]
