The answer is usually already written down.

A planner asked how to handle an unfamiliar situation has two good instincts: find out how comparable municipalities handled it, and find out how this municipality handled it last time. Both answers exist. Both are expensive to retrieve, and both are easy to retrieve wrongly — a superseded by-law, a recommendation mistaken for a decision, a condition assumed to have been cleared.

Rather than index everything and hope, documents are verified into scope one at a time, with their identity, version, status and extraction fidelity established before anything may cite them. Answers are then composed only from what is in scope, and checked back against the passages cited.

The result is narrower than a search engine and far more defensible. Coverage grows one verified document at a time, and the product says plainly where its coverage ends.
